We approach a project not merely as a “good idea”, but as an integrated model in which its purpose, target audiences, content, stakeholders and implementation methods are clearly defined. Starting from the needs of the institution, the cultural dynamics of the city or region, and the expectations of the target audience, we develop the conceptual framework and design the project format, content flow, interdisciplinary relationships and potential collaborations. From exhibitions and festivals to conferences, public programmes, creative industry initiatives and social impact projects, we develop original concepts at different scales that can also be adapted to different locations and institutions. We turn project ideas into implementable models by defining their objectives, beneficiaries, activities, stakeholders, outputs, timelines and core resource requirements.

We understand accessibility not only as physical access to a space, but as the right to participate in, understand, experience and contribute to cultural life. By assessing target audiences and the barriers they may encounter, we identify areas for improvement in spatial use, communication language, content presentation, digital access, programme flow and participation conditions. We design different participation models for children, young people, older adults, disabled people, economically or socially vulnerable groups, and communities with limited access to arts and cultural activities. We position accessibility not as an adjustment added at the end of a project, but as a core design criterion that should be considered from the very beginning.

Rather than approaching cultural activities as isolated events, we structure them within coherent programmes that serve common objectives. By analysing an institution’s existing resources, target audiences, stakeholders, cultural environment and long-term goals, we create seasonal or multi-year programme frameworks. We support institutions in developing sustainable cultural policies and programming approaches by establishing clear relationships between programme themes, target groups, project portfolios, collaboration models, content priorities and implementation schedules. For local governments in particular, we focus on models that involve cultural actors in the city, strengthen local production and enable more effective use of existing institutional resources.

We do not view capacity building solely as training. Instead, we approach it as the combined strengthening of knowledge, experience, relationships and opportunities for production. We develop training, workshops, mentoring, peer-learning and collaborative production programmes for artists, emerging creatives, cultural managers and institutional teams. At the same time, we create stakeholder structures that foster new relationships between local governments, universities, civil society organisations, cultural actors, creative enterprises and the private sector. Through open calls, expert and artist matching, thematic gatherings and co-production processes, we aim to build cultural ecosystems that can continue over time rather than temporary connections.

We believe that the success of a project is determined not only by the creative idea but also by the right system to carry that idea forward. Following the concept phase, we design the project's work packages, timeline, areas of responsibility, team structure, budget architecture, stakeholder relations, and critical processes. We establish a project-specific filing and task management structure; creating a clear and traceable working model where teams can work together through the same system. We identify potential risks, bottlenecks, and decision points in advance. The established system can be delegated to the organization's own team for execution, or, if needed, managed by Kültürakt from preparation and team coordination to field implementation, auditing, and final reporting.

We assess the success of a cultural project not only by the number of participants, but also by what it changes for its target audiences, the institution and the wider ecosystem in which it operates. We establish clear relationships between project objectives, activities, outputs and expected impact, and develop measurable indicators and reporting structures. At the same time, we assess the project’s resource model and create roadmaps showing how institutional resources, grants and funds, sponsorships, strategic partnerships and other forms of collaboration can be combined. Our aim is not simply to secure funding for a project, but to develop scalable models that can be replicated in different periods or geographies while contributing to institutional knowledge and continuity.
